When Dow Peters and Russell Yaffee began talking in 2008 about
opening a traffic and transportation engineering firm in
Jacksonville, a major concern was how to get started. They
didn’t want to run a new business out of “our garages,” Peters
said. On the other hand, raising the capital to rent and equip
an office seemed “cumbersome financially.”
Then Peters saw Jackie Perry, executive director of the
Beaver Street Enterprise Center, on a cable access television
show. As Perry talked about the small business incubator, which
opened its doors in 2003, Peters decided he had found “the
missing piece of the puzzle.”
